First you draw the outline of the hair on the doll's head.

Then colour it with a lighter version of the outline colour.

Then choose a slightly darker colour.

Next use the darker shade and outline the hair once again. This shading technique will make the colour stand out.

Now add a lighter shade of the hair colour to give it a shine. Put the colour in random splotches all over the hair

And you're finished!! ^_^
